This is a progressive switch. Normally used for multiple lights or multiple fans. Here are a few examples:
ON #1 = Low beam headlights then ON #2 = Low Beam Headlights AND High Beam Headlights on at the SAMETIME
ON #1 = Lights then ON #2 = Lights AND whip antenna on at the SAMETIME
ON #1 = Driving lights then ON #2 = Driving Lights AND light bar on at the SAMETIME
ON #1 = Primary fan then ON #2 = Primary fan AND secondary fan on at the SAMETIME
